Eastside Gold Line Transit Service Interface Proposal — Part 3: Montebello Bus Lines

Another day, another major component of Open Source Transit.
This time, it is suggestions for how the Eastside Gold Line extension can help Montebello Bus Lines — and vice versa.
Some of the most controversial proposals involve a proposed transfer of lines from Metro to Montebello. It is never easy handing a line off to a carrier, but Montebello has proved itself to be capable when it adopted the former Metro lines 104 and 262 — today’s 50 and 30, respectively.
Montebello is included as a carrier that could possibly inherit today’s Metro lines 62 and 265. Those are some of Metro’s less productive lines, admittedly. Well, one of the line proposals calls for Metro to shed one of its busier lines.

As it was with the previous two Transit Service Interface Proposals, the Montebello suggestions are only ideas and not official plans of any transit agency. This is part of a learning and advocacy exercise to let riders shape the service they use, and gain an understanding of how changes are made at the agency level.

Rationale: Montebello could possibly operate Metro Line 18 cheaper and better. Metro should consider turning over Line 18 to Montebello and split the line in two (See Metro service proposal.). Line 10 would operate between the Wilshire/Western Purple Line Station and Pico Park in Pico Rivera. Line 15 would be the new designation for what is existing Line 10. Rationale: Line 20 would now terminate at the Montebello Town Center, with service north of the mall replaced by new Line 25. This line would not provide a connection to the Gold Line. Also, a new dogleg would be added to serve the Montebello Metrolink Station to meet connecting trains. Route: Montebello Town Center, Town Center Dr., Montebello Bl., Montebello Wy., Greenwood Av. Rationale: Service would be split at Montebello Town Center to improve reliability. Service on Line 20 north of the mall would now be served by Line 25, which would also connect to the Eastside Gold Line and East L.A. College. It takes over Metro Line 68 service east of East L.A. College (See Metro service proposal.). Shortlines at Garvey would be extended to San Gabriel Bl. & Valley Bl. Service north of Valley Bl. would still operate hourly weekdays only. Rationale: Like Line 10, Line 40 will also be split in two to improve reliability. Line 40 operate much as it does now, terminating at Pico Park in Pico Rivera. Line 40 would also replace the northern loop of Line 60. New Line 45 would operate between East L.A. College and Whittier, with riders encouraged to transfer between it and the Gold Line for faster service to downtown L.A. It also takes over the La Mirada Bl. service presently provided by Line 50. Rationale: In an effort to improve ridership on Line 50, route would go north of Whittier instead to serve Rio Hondo College. Line 50 does not directly connect to any Gold Line station, but changes are included as part of service that will connect with light rail. Line 45 will take over service between Whittier and La Mirada. Rationale: This route combines existing Montebello lines 60 and 70 into a single route to allow residents of Pico Rivera a connection to the Eastside Gold Line. Line 60’s present northern end loop is replaced by Line 40 (see above). Route: East L.A. How are 341, 342, and 343 redundant to the Gold Line? They provide a one seat service from Montebello to the financial district of downtown LA. If you wanted to go from Montebello to the west side of downtown LA via the Gold Line it will take you 2 transfers.
Have you been following the financial problems of Montebello Bus Lines? They keep cutting service, and you want them to take over more bus lines? Where are they going to get the buses needed to significantly increase their service (like on your Metro post where is Santa Monica going to get the 30 buses required to run Metro line #4?)? They are then not only going to have to hire more drivers, but they’ll also have to hire more supervisors to supervise them, and more HR people to process everything. Would Metro still run #4 late at night when Santa Monica Blue Bus goes to sleep?
You should be advocating for the consolidation of some of these little inefficient bus systems rather than wanting them to take on more. Metro is too big to operate effectively perhaps but Montebello, Norwalk, Culver City, other systems with a peak vehicle requirement of less than 30 have to have an inefficient management ratio due to the fact that even really small systems require a wide variety of management jobs.
