The only other place where I have seen this is San Diego. Now I am not sure if they have it as a permanent alternative or was it just a pilot program as well. I saw it near Petco Park about 2 years ago.
The pedicabs have been around for years in downtown San Diego, I remember seeing them as a child growing up there. There is actually a controversy right now centered around a lack of proper documentation for many of them. The downtown redevelopment agency there (Centre City Development Corp.) is proposing to limit the number operating within the downtown core and promote their use in other communities (La Jolla, the beach areas). They offer a fantastic alternative to cabs when you are only traveling a few blocks.

In other news, the San Francisco Chronicle ran an article today discussing the behavioral reactions by many bay area residents to rising gas prices (switching to transit, telecommuting, etc).

Any mass transit from Torrance to Cal State Long Beach?
Yes, but it would involve a transfer.
Take Torrance Transit 3 (Carson Street) or Metro Line 232 (Pacific Coast Highway) to the Long Beach Transit Mall. At the Mall, transfer to Long Beach Transit line 81, 91-96, or 173 (this one runs near the Pyramid).
